The Treasury and Collections division is responsible for the collection of all real estate and personal property taxes, sewer user fees, parking tickets, automobile and boat excise taxes, as well as miscellaneous accounts receivable. The Treasury and Collections division is also the central depository for all funds from all municipal and school departments.

***The City now accepts credit and debit cards for payment in the Treasury office. Personal checks and cash are also accepted. A convenience fee of 2.6% will be assessed when a MasterCard, Visa, American Express, or Discover credit card is used, and a 1.5% fee is assessed when paying with any debit card. These fees are assessed and collected by our service provider.
Residents are able to look up tax information, general billing information and parking ticket information online, and make online payments here.
If paying online, there is a flat fee of $1.95 if paying with e-check. Credit and debit card fees apply as stated above.
Real Estate and Personal Property Tax Collections
The City operates on a July 1 to June 30 fiscal year and property taxes are due in four quarterly installments. The payment due dates for fiscal year 2020/2021 are as follows:

Vehicle Registration Information(Auto & Trailer)
What you will need to register your vehicle:
The City of South Portland is an agent for the Bureau of Motor Vehicles. This means the City has authorization from the State of Maine to process re-registrations and new registrations on most passenger type vehicles and commercial vehicles registered for gross weights less than 10,000 pounds. You may avoid waiting in lines if you try to plan your visit to the office between the 10th and the 20th in each month to complete your transactions. Please review the information needed in order to process your registration.On new registrations, only the owner listed on title/bill of sale may register the car.

You may also re-register your vehicle on-line and pay by credit/debit card or e-check and the State will email you a yearly reminder. THE FINANCE DEPARTMENT NO LONGER SENDS OUT RENEWAL NOTICES. You can sign up to receive a reminder notice via email.

New Registration - MAINE Dealer Sale

- Blue Application for Title (if the vehicle is 1995 or newer)

- Window sticker (Maroney sticker) if a "brand new" vehicle.
New Registration – OUT OF STATE Dealer Sale
- Proof of Insurance***
- Bill of Sale( 5.5% sales tax will be collected if not previously paid)
- Title for vehicle(or blue Copy of Application for Maine Title if dealer applied for Maine Title)
- Previous Registration (if you are taking credit from a vehicle previously registered in your name and that you no longer are in possession of) Note: Name on old registration and new application for title must be the same to take credit.
New Registration - Private Sale (bought in ME or other state)
- Proof of insurance***
- Bill of Sale (Must have year, make, model, serial number, current mileage, date of sale, and a statement indicating the amount of the sale, who the vehicle is being sold to, and must be signed by the seller.)
- Previous owners Original Title Certificate if the vehicle is 1995 or newer. (Must be fully completed on the back side by the seller, showing who the vehicle is being sold to, current mileage, date of sale and must be signed by each of the individuals listed on the front of the title. The title must be free of liens)
- Previous Registration (if you are taking credit from a vehicle previously registered in your name and that you no longer are in possession of) Note: Name on old registration and new application for title must be the same to take credit
New Resident - Previously Registered Out of the State of Maine
- Proof of insurance***
- Title of vehicle(1995 and newer requires a title) If vehicle is financed please bring documentation of lienholder and their address. (NY provides a title to the owner even if financed.)
- Registration from previous State
***INSURANCE: Proof of insurance must be in effect the day of the registration . A policy is acceptable if it shows the effective and expiration dates and identifies the vehicle covered (i.e. vehicle identification number). An insurance bill is not proof of insurance. You may have your insurance company email your ID card to: finance@southportland.org and we will print it for you when you arrive.
Boat Registrations
NEW BOAT REGISTRATIONS: We now do new boat registrations!
Please bring the bill of sale or paperwork from dealer to the Treasury office. You will need the complete information on the boat: length, horsepower, serial number and ME number if previously registered in Maine. You will pay excise tax, registration fees (plus an extra $10 fee for a milfoil sticker if the boat will be in used in fresh water), sales tax if a private sale or bought out of state. You will need a drivers license as ID to register.
BOAT REGISTRATION RENEWALS:
South Portland processes all boat renewal registrations in the Treasury Office, Rm. 100 SP City Hall. Please bring your current registration or know your ME # on your boat. You may also re-register online here.
ATV & Snowmobile Reg istrations (South Portland Residents only)
NEW ATV/Snowmobile Registrations:
New registrations can be done at City Hall. Please bring with you:
- Bill of Sale (for both Private or Dealer sale)
- Driver's license (for ID)
ATV/Snowmobile Registration Renewals:
Renewals can be done at South Portland City Hall or online.
